Washington: The United States has added six Group Inspur subsidiaries, the main cloud computing service provider and Big Data in China, and dozens of other Chinese entities on its list of export restrictions.
The ISPIR units have been listed for contributing to the development of superordinators for the Chinese army, the trade department said in a publication. Five of the subsidiaries are based in China and one in Taiwan. The Inspur group itself was placed on the list in 2023.
Inspur units are among around 80 companies and institutes added to the export control list on Tuesday. More than 50 are based in China, while others are in Taiwan, Iran, Pakistan, South Africa and the United Arab Emirates.
The announcements aim to restrict China’s ability to develop high -performance IT capacities, quantum technologies and advanced AI, and hinder Beijing development of its hypersonic weapons program.
“We will not authorize opponents to exploit American technology to strengthen their own soldiers and threaten American life,” said trade secretary Howard Lutnick.
Meanwhile, the Chinese Embassy in Washington said on Tuesday that it “firmly opposed these acts that the United States and demanded that it immediately ceases to use army problems as a pretext to politicize, instrument and arm the commercial and technological problems”.
It should be noted that the United States adds businesses to the list of entities of the National Security Department or Foreign Policy problems which cannot then sell goods to those listed without asking and obtaining licenses, which should be refused.
The trade manager, Jeffrey Kessler said that the administration aims to prevent “American technologies and property from being unhealthy for high performance IT, hypersonic missiles, military aircraft and drones (drones) that threaten our national security”.
The Inspur group did not immediately respond to a request for comments.
Nvidia refused to comment and AMD did not immediately respond to a comment request.
Chinese companies Nettrix Information Industry CO, Suma Technology CO and Suma-USi Electronics, are among the other companies added to the list.
The United States said it had been added to help develop Exascale Chinese supercomputers, which can process large amounts of data at very high speeds and perform large-scale simulations.
Companies have also provided SUGON manufacturing capacities, also known as Dawning Information Industry CO, a manufacturer of IT servers added to the list of entities in 2019 for the construction of supercomputer used by the army, said the Commerce Department.
Companies could not be attached immediately to comment.
Other companies have been added to the list to acquire articles of American origin in order to advance the quantum technology capacities of China and to sell products to companies that offer other listed parts, notably Huawei, the technological conglomerate considered as at the center of Chinese AI ambitions.
