
Karachi: The Sindh-Chief Minister Syed Murad Ali Shah, while revealing the annual assembly budget, presented the annual development program (ADP) for the financial year 2025-2026 with a total expenditure of 1,018 billion rupees.
Presenting the budget, CM Shah said that this ambitious development plan focuses on rehabilitation, infrastructure, social services and sustainable growth throughout the province.
By giving details on the ADP funds, the chief minister said that RS520BN had allocated to the provincial ADP, RS55BN for the District ADP, RS366.72BN for abroad assistance and RS76.28BN for the Federal PSDP.
The CM said that the ADP and the development portfolio focus on the rehabilitation of schools and infrastructure damaged by floods in order to improve access to education, upgrading of health establishments for improved service, promoting drinking water and agriculture resilient in climate and road connectivity and irrigation, provision of clean drinking water and cleaning to improve public health, strengthening road connectivity and urban infrastructure.
It also includes public transport projects and safe city projects in Karachi, the implementation of green energy initiatives and renewable energy projects, a reduction in poverty through nutritional support, community infrastructure and low-cost housing, he added.
The provincial CEO said the ADP includes 3,642 diets with 400.5 billion rupees allocated – 82.6% for 3,161 projects in progress and 17.4% for 481 new initiatives. He added that RS119.5 billion had been allocated to special development initiatives.
The CM said that RS102.8bn had been proposed for education, RS45.4bn for health, RS84BN for irrigation, RS132BN for local government, RS143BN for work and services, RS36.3.3BN for energy (including coal and renewal), RS22.5bn for transport and transit Fisherman and the RS59.7BN for transporting and reducing reduction.
He argued that his government has focused on carrying out current projects by allocating 80% of the budget, while 20% is reserved for new plans.
“A particular priority is granted to rehabilitation floods, energy initiatives, projects in the city of Karachi and sustainable development objectives such as drinking water and sanitation,” added the chief minister.
CM Shah also said that the outgoing year had seen the completion of 1,460 projects, the highest in recent years, with significant progress in housing for people affected by floods – more than 400,000 houses completed and more under construction.
“Total development spending has reached RS468BN, with the use of 73% of the funds released,” he added.
The chief minister said that the complete ADP reflects Sindh’s commitment to sustainable development, improving infrastructure and social protection, aimed at stimulating economic growth and improving quality of life throughout the province.
